1.1. Ãèãèåíè÷åñêèå íîðìàòèâû îðèåíòèðîâî÷íûå äîïóñòèìûå óðîâíè (ÎÄÓ) õèìè÷åñêèõ âåùåñòâ â âîäå âîäíûõ îáúåêòîâ õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ (äàëåå - Íîðìàòèâû) ðàçðàáîòàíû â ñîîòâåòñòâèè ñ Ôåäåðàëüíûì çàêîíîì «Î ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì áëàãîïîëó÷èè íàñåëåíèÿ îò 30 ìàðòà 1999 ãîäà, ¹ 52-ÔÇ (Ñîáðàíèå çàêîíîäàòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè, 1999, ¹ 14, ñò. 1650) è Ïîëîæåíèåì î ãîñóäàðñòâåííîì ñàíèòàðíî-ýïèäåìèîëîãè÷åñêîì íîðìèðîâàíèè, óòâåðæäåííûì ïîñòàíîâëåíèåì Ïðàâèòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè îò 24 èþëÿ 2000 ãîäà, ¹ 554 (Ñîáðàíèå çàêîíîäàòåëüñòâà Ðîññèéñêîé Ôåäåðàöèè, 2000, ¹ 31, ñò. 3295).

1.2. Íàñòîÿùèå Íîðìàòèâû äåéñòâóþò íà âñåé òåððèòîðèè Ðîññèéñêîé Ôåäåðàöèè è óñòàíàâëèâàþò îðèåíòèðîâî÷íûå äîïóñòèìûå óðîâíè áåçîïàñíîãî ñîäåðæàíèÿ õèìè÷åñêèõ âåùåñòâ â âîäå âîäíûõ îáúåêòîâ õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ.

1.3. Íàñòîÿùèå Íîðìàòèâû ðàñïðîñòðàíÿþòñÿ íà âîäó ïîäçåìíûõ è ïîâåðõíîñòíûõ âîäîèñòî÷íèêîâ, èñïîëüçóåìûõ äëÿ öåíòðàëèçîâàííîãî è íåöåíòðàëèçîâàííîãî âîäîñíàáæåíèÿ íàñåëåíèÿ, äëÿ ðåêðåàöèîííîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ, à òàêæå ïèòüåâóþ âîäó è âîäó â ñèñòåìàõ ãîðÿ÷åãî âîäîñíàáæåíèÿ.

Íàñòîÿùèå Íîðìàòèâû ìîãóò èñïîëüçîâàòüñÿ òàê æå, êàê îäèí èç ãèãèåíè÷åñêèõ êðèòåðèåâ áåçîïàñíîñòè ìîðñêîãî âîäîïîëüçîâàíèÿ íàñåëåíèÿ.

1.4. Íàñòîÿùèå Íîðìàòèâû ðàçðàáîòàíû íà îñíîâå ðàñ÷åòíûõ ýêñïðåññ-ýêñïåðèìåíòàëüíûõ ìåòîäîâ ïðîãíîçà òîêñè÷íîñòè è ïðèìåíÿþòñÿ òîëüêî íà ñòàäèè ïðåäóïðåäèòåëüíîãî ñàíèòàðíîãî íàäçîðà çà ïðîåêòèðóåìûìè ïðåäïðèÿòèÿìè è óñòàíàâëèâàþòñÿ íà ñðîê 3 ãîäà.

Åñëè âìåñòî âåëè÷èíû ÎÄÓ óêàçàíî «îòñóòñòâèå», ýòî îçíà÷àåò, ÷òî ñáðîñ äàííîãî ñîåäèíåíèÿ â âîäíûå îáúåêòû íåäîïóñòèì. Çíà÷êîì «Ê» îòìå÷åíû âåùåñòâà, ÿâëÿþùèåñÿ êàíöåðîãåíàìè.

Âîäà âîäíûõ îáúåêòîâ õîçÿéñòâåííî-ïèòüåâîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ - ïîäçåìíûå è ïîâåðõíîñòíûå âîäîèñòî÷íèêè, èñïîëüçóåìûå äëÿ öåíòðàëèçîâàííîãî è íåöåíòðàëèçîâàííîãî âîäîñíàáæåíèÿ íàñåëåíèÿ, äëÿ ðåêðåàöèîííîãî è êóëüòóðíî-áûòîâîãî âîäîïîëüçîâàíèÿ, à òàêæå ïèòüåâàÿ âîäà è âîäà â ñèñòåìàõ ãîðÿ÷åãî âîäîñíàáæåíèÿ.

ÏÄÊ äëÿ âîäû âîäíûõ îáúåêòîâ - ìàêñèìàëüíàÿ êîíöåíòðàöèÿ âåùåñòâà â âîäå, êîòîðàÿ ïðè ïîñòóïëåíèè â îðãàíèçì â òå÷åíèå âñåé æèçíè íå äîëæíà îêàçûâàòü ïðÿìîãî èëè îïîñðåäîâàííîãî âëèÿíèÿ íà çäîðîâüå íàñåëåíèÿ â íàñòîÿùåì è ïîñëåäóþùåì ïîêîëåíèÿõ, â òîì ÷èñëå â îòäàëåííûå ñðîêè æèçíè, à òàêæå íå óõóäøàòü ãèãèåíè÷åñêèå óñëîâèÿ âîäîïîëüçîâàíèÿ.

 îñíîâó êëàññèôèêàöèè âåùåñòâ íà êëàññû îïàñíîñòè ïîëîæåíû ïîêàçàòåëè, õàðàêòåðèçóþùèå ðàçëè÷íóþ ñòåïåíü îïàñíîñòè äëÿ ÷åëîâåêà õèìè÷åñêèõ ñîåäèíåíèé, çàãðÿçíÿþùèõ âîäó, â çàâèñèìîñòè îò òîêñè÷íîñòè, êóììóëÿòèâíîñòè, ñïîñîáíîñòè âûçûâàòü îòäàëåííûå ýôôåêòû, ëèìèòèðóþùåãî ïîêàçàòåëÿ âðåäíîñòè (ñàíèòàðíî-òîêñèêîëîãè÷åñêèé, îáùåñàíèòàðíûé, îðãàíîëåïòè÷åñêèé).

Íîðìàòèâû, óñòàíîâëåííûå ïî îáùåñàíèòàðíîìó ïðèçíàêó âðåäíîñòè, ñïîñîáñòâóÿ ñíèæåíèþ ýïèäåìèîëîãè÷åñêîé îïàñíîñòè, äîëæíû îáåñïå÷èâàòü òàêæå áåçîïàñíîñòü âîäû ïî òîêñèêîëîãè÷åñêîìó è îðãàíîëåïòè÷åñêîìó ïðèçíàêàì âðåäíîñòè.

Êëàññû îïàñíîñòè âåùåñòâ ó÷èòûâàþòñÿ:

- ïðè âûáîðå ñîåäèíåíèé, ïîäëåæàùèõ ïåðâîî÷åðåäíîìó êîíòðîëþ â âîäå â êà÷åñòâå èíäèêàòîðíûõ âåùåñòâ;

- ïðè óñòàíîâëåíèè ïîñëåäîâàòåëüíîñòè âîäîîõðàííûõ ìåðîïðèÿòèé, òðåáóþùèõ äîïîëíèòåëüíûõ êàïèòàëîâëîæåíèé;

- ïðè îáîñíîâàíèè ðåêîìåíäàöèé î çàìåíå â òåõíîëîãè÷åñêèõ ïðîöåññàõ âûñîêîîïàñíûõ âåùåñòâ íà ìåíåå îïàñíûå;

- ïðè îïðåäåëåíèè î÷åðåäíîñòè â ðàçðàáîòêå ÷óâñòâèòåëüíûõ ìåòîäîâ àíàëèòè÷åñêîãî îïðåäåëåíèÿ âåùåñòâ â âîäå.

Ëèìèòèðóþùèé ïîêàçàòåëü âðåäíîñòè ó÷èòûâàåòñÿ ïðè îäíîâðåìåííîì ñîäåðæàíèè íåñêîëüêèõ âåùåñòâ â âîäå.  ñëó÷àå ïðèñóòñòâèÿ â âîäå âîäíûõ îáúåêòîâ äâóõ èëè áîëåå âåùåñòâ 1-ãî èëè 2-ãî êëàññîâ îïàñíîñòè, õàðàêòåðèçóþùèõñÿ îäíîíàïðàâëåííûì ìåõàíèçìîì òîêñè÷åñêîãî äåéñòâèÿ, â òîì ÷èñëå êàíöåðîãåííûì, ñóììà îòíîøåíèé êîíöåíòðàöèé êàæäîãî èç íèõ (Ñ1, C2... Ñn) ê ñîîòâåòñòâóþùèì ÏÄÊ íå äîëæíà ïðåâûøàòü åäèíèöó:

Ñ1... Ñn - êîíöåíòðàöèè n âåùåñòâ, îáíàðóæèâàåìûå â âîäå âîäíîãî îáúåêòà;

ÏÄÊ1...ÏÄÊn - ÏÄÊ òåõ æå âåùåñòâ.

Ãèãèåíè÷åñêèå ÏÄÊ íå ìîãóò áûòü çàìåíåíû ÏÄÊ äëÿ âîäíûõ îáúåêòîâ ðûáîõîçÿéñòâåííîãî íàçíà÷åíèÿ èëè êàêèìè-ëèáî äðóãèìè íîðìàòèâàìè.

Ââîä â ýêñïëóàòàöèþ ïðåäïðèÿòèé, öåõîâ è òåõíîëîãèé âîçìîæåí òîëüêî ïðè íàëè÷èè óòâåðæäåííûõ â óñòàíîâëåííîì ïîðÿäêå ÏÄÊ è ìåòîäîâ îïðåäåëåíèÿ âåùåñòâ â âîäå.
